Public Procurement

The purpose of the Public Procurement Act is to ensure that entities such as the Town of New-Wes-Valley gives us the best value for our tax dollars which fund their budget, and accomplishes their tasks with transparency and accountability.

Under the Public Procurement Act, the Town of New-Wes-Valley must:

  • promote integrity, fairness, and public confidence in procurement
  • foster and encourage participation in procurement by suppliers
  • promote competition among suppliers
  • treat all supplier and contractors fairly & equally
  • promote the publicity of procurement
  • value diverse applications
The rules of listing a Request for Proposal (RFP) are in the links shown on this page.
Have a look at this recent RFP from the Town of New-Wes-Valley and discuss it in the comments- is it in keeping with the regulations?  Any other comments about the request itself?

  1. As a former restaurant owner here in New-Wes-Valley, I am appalled at the idea of the Town itself setting up a competing restaurant on town property. The canteen service is a great thing, but a restaurant? No way is that appropriate, especially with one of the already operating restaurants serving very similar products almost next door.

Our town council should be encouraging businesses to thrive within the municipality, not set up direct competition with advantages.

If there's nothing to hide in that Request for Proposal (RFP), then the person writing it should enter as much information as possible to be transparent. If I were to submit a RFP, I would want to know how the business would be taxed, what kind of insurance coverage I'd need, what the facility offers (equipment), what the expected operating costs might be (electricity, propane), and a rough estimate of how many hours the facility is open. And if I were a competing business, I would certainly want to know if this is a bargain that put my business at a disadvantage.

I certainly feel that our current council needs to be more open and transparent with its citizens. Giving very little information to the public makes it look as if there is something to hide, even if councilors and staff are all working in the best interest of the townspeople.
